How can the Seattle Sounders claim every match has been sold out?

The stadium holds 67,000 fans. But for the Seattle Sounders, a "sell out" is merely 35,700. Don't some football stadiums in Europe sell out 60 to 70,000 all the time? So for Seattle, how does it make sense that a barely half full stadium is considered sold out?How can the Seattle Sounders claim every match has been sold out?
No matter what the demand, the Seattle Sounders cannot sell those other seats???

The seats are sold for the Seattle Seahawks.

And when the Super Bowl was in Jacksonville, they sold those seats.

So don't say they can't sell them.

That's simply not true.
No matter what the demand, they cannot sell those other seats. Jacksonville Jaguars in the NFL do the same thing. They block off the top section and even if they are in the playoffs they aren't allowed to open up those seats. How can the Seattle Sounders claim every match has been sold out?
35,000 would be pretty big in Europe because if you look at the average attendance in EPL or La Shita you would see the average attendance 30,000 over their for most of the teams. Only the big teams (and Newcastle) get more than 40,000
