Anything south of Seattle is cheaper(Auburn, Kent, Tacoma, Federal Way, Des Moines). In the city is expensive and the eastside(Bellevue, Redmond, Kirkland) is also expensive. I wouldn't live in the Rainier Valley, Central District or around White Center. Just avoid apartments near bars. I learned that the hard way.
It depends on how far away from Seattle you want to live. Northgate is about 15 minutes north of
Seattle and you can find really good deals there, especially if you are close to Lake City Way, not the nicest area but cheap. Lynnwood, Everett, Edmonds..they are all alot cheaper then Seattle
