How much does it cost to live in the Seattle Area?

I'm looking to move to the Seattle area within the next few months. I'd like to try to live near the University of Washington if possible because I'm trying to get accepted there. I need somewhat cheap housing for now at least, I work at a grocery store and don't make much money. So I'm wondering:

1: Anyone know of affordable appartments?

2: How much does electricity, water, the usual utilities cost?

3:If the U district is not a possibility, what is a decent neighborhood to live in?How much does it cost to live in the Seattle Area?
Seattle is very expensive. Get a house and have several roommates.
