The cost of utilities is the same in the entire city of Seattle - it doesn't matter what neighborhood you live in. The electricity, sewage and garbage are all operated by the city of Seattle.
Many buildings don't have individual water meters for each apartment and most buildings also include sewage and garbage costs as part of the rent.
Most likely your only utility bill will be your electricity. If the apartment is heated with electricity it will vary depending on which floor the apartment is located on, the age of the building and the amount of insulation, type of windows, etc.
A rough guess would be about $150-$200 a month for the electricity. It will also depend on what temperature you keep your thermostat at and how much you use lighting, appliances and electronics.
